FMIB heeft een nieuwe voorzitter

Op 29 september jl. heeft FMIB haar jaarlijkse Algemene Ledenvergadering gehouden bij het FMIB lidbedrijf FRD in Utrecht. 

Tijdens de Algemene Ledenvergadering hebben de FMIB leden Paul Burger (voorheen werkzaam bij Hitachi) als voorzitter kunnen bedanken voor zijn bijdrage aan de vereniging vanuit zijn voorzittersrol. Hij vertegenwoordigde FMIB ook actief in de Europese organisatie CECE. 

Igor de Liefde (Hitachi) is door de Algemene Ledenvergadering als nieuwe voorzitter gekozen. Igor de Liefde zal als voorzitter FMIB in CECE vertegenwoordigen.

Wij wensen zowel Paul Burger als Igor de Liefde heel veel succes toe.

Snelheidsverhoging voor (landbouw)verkeer ingevoerd!

Het Ministerie van Infrastructuur en Waterstaat (I&W heeft een wetswijziging met betrekking tot de snelheidsverhoging en kentekening voor (landbouw)verkeer ingevoerd per 1 januari 2021. Voor het Ministerie van I&W voert Royal HaskoningDHV een meting uit om de huidige situatie met betrekking tot (land)bouwverkeer in kaart te brengen. Onder (land)bouwverkeer wordt verstaan de voertuigcategorieën: landbouw- of bosbouwtrekkers (LBT’s), motorrijtuigen met beperkte snelheid (MMBS’en), mobiele machines (MM’s) en aanhangwagens en verwisselbare getrokken machines (LBTA’s). Deze voertuigen worden naast landbouw voor bijvoorbeeld transport, grondverzet, bouwwerkzaamheden en groenvoorziening. In de komende periode worden meerdere metingen uitgevoerd om te bezien in hoeverre de veranderende wetgeving heeft geleid tot het behalen van de doelstellingen. Deze vragenlijst voor weggebruikers is onderdeel van de meting om de huidige situatie in kaart te brengen.

Wij vragen u de vragenlijst in te vullen. De gegevens worden anoniem verwerkt en het kost u ongeveer 10 minuten om de vragenlijst in te vullen. U kunt de vragenlijst invullen tot en met 28 februari 2021.

CORONA Support from FME

CORONA Support from FME
FME provides corona support to its members. For example, there is an FME reporting and information point (see the FME website) where companies can report who are adversely affected by the outbreak of COVID-19. There is also an FAQ about the coronavirus that can be consulted, and there are webinars with regard to the NOW scheme + employment law questions.

10-10-2018 Brussels, CECE reports…………….

Yesterday the European Parliament Environment Committee voted on the proposal to amend Directive 2009/33/EU on the promotion of clean and energy-efficient road transport vehicles, the so-called Clean Vehicles Directive.
CECE is glad to report that all amendments calling for inclusion of construction machinery into the scope of the CVD were rejected. This is in line with argumentation and awareness-raising actions undertaken by CECE in the recent weeks and months, since the emergence of this debate in the European Parliament in June 2018.
CECE Secretary General Riccardo VIAGGI said: “We have no reservation on the emission reduction goals the EU has set itself and the construction machinery industry is proud of the significant advancements it has made in this regard. However, the Clean Vehicles Directive is tailored to the transport sector and is not an appropriate instrument to cover mobile machines such as those manufactured by CECE member companies. We thank the MEPs who voted these amendments down for sensible and responsible policy-making and look forward to working with all MEPs and show our contribution to more sustainable construction processes”.
It is very interesting to note that, in spite of support by a wide spectrum of political groups, Compromise Amendment 5 – considered a back-up plan for the proposers of construction equipment’s inclusion within the CVD’s scope – was rejected by a very close vote. If carried, the amendment would have introduced a review clause, obliging the European Commission to assess the inclusion of construction machinery during the review of the CVD, 2 years after its entry into force.
It is fundamental to remind that construction machinery work as part of a variety of different processes and are not intended to carry people or goods from A to B. Therefore construction equipment cannot and will not be considered as road transport such as passenger cars, buses, coaches and trucks. Regarding electrification in worksites, the different situation for recharging infrastructure and limitations on the electrical supply to support the use of purely electrical machinery (on very different power ranges) has to be clearly distinguished from road transport.
CECE will continue to monitor the developments in light of the upcoming trialogue negotiations, knowing that the European Council has never shown any interest in including construction machinery into the scope of the CVD.

  • Revision EN474 series European standards for construction equipment
    European standards series EN474 for construction equipment is currently being overhauled. Part of this process is to provide comments on the draft standard by the rank and file of the national standards Committee. NEN has a system which this week the series prEN 1-13 474. Through the website can directly comment on the various standard designs are delivered. These comments are collected, discussed by the Commission and forwarded to the European CEN national standard work group responsible for the revision of the standards series. To Thursday 1 June 2017 can anyone comment.
  • Phase V motor exhaust gas emission Regulation On 16 september 2016 is the new ‘ V ‘ regulation
    Phase with new limit values for pollutant emissions by engines in non-road mobile machinery published in the official journal of the European Union. Officially named the regulation 2016/1628 on rules relating to emission limit values for gaseous and particulate pollutants and type-approval for non-road mobile machinery-mounted internal combustion engines, amending regulations (EU) No. 1024/2012 and (EU) No. 167/2013, and to amend and repeal of Directive 97/68/EC. This regulation goes into per 1 January 2017. The associated delegated regulations and implementing acts are expected to be published by the end of 2016 the EU Commission in the eereste quarter of 2017 and included in the official journal. Engines that meet phase V will be required from 1 January 2019 or 2020, depending on the asset class. The regulation can be found under this link:
  • FMIB works in a European context to a publication of most frequently asked questions about phase V which is expected to be published at the end of 2016. Study on revision of the machinery directive, both the European Commission and consultant Technopolis are a consultation started with regard to the evaluation of the Machine Directive 2006/42/EC where feedback is sought on the operation of the machinery directive. The 2 questionnaires complement each other and therefore must be filled in by all stakeholders, including both you as a company!
